Eureka Avenue Improvement Project
Eureka Avenue Improvements Project
Project OverviewThe Eureka Avenue Improvements project includes a full reconstruction and minor realignment of the roadway from the western City limits north to 11th Avenue SW (CSAH 32). Improvements will add curb and gutter, pedestrian facilities on one side of the street, sanitary sewer forcemain replacement, stormwater upgrades, and shoreline restoration along Clear Lake, including new fishing stations and a fishing pier.
The City has secured State of Minnesota bonding bill funding for design and construction. We are partnering with MnDNR Fisheries, who obtained grant funding for the pier and five fishing stations, and with the Rice Creek Watershed District for additional shoreline restoration work. Please note: the unimproved section of Eureka Avenue (Hornsby St NE) located in the City of Columbus is not part of this project and will be completed separately by the City of Columbus.
The estimated construction cost is $4.5 million. Early construction activities and placement of the soil surcharge are expected to begin in spring of 2026. Additional phased work will continue through 2027 with final cleanup anticipated by July 2028.
Project Objectives
Reconstruct the deteriorated roadway
Improve safety by adding pedestrian facilities
Minimize environmental impacts to Clear Lake and adjacent wetlands
Restore shoreline and maintain shore-fishing access
Several roadway layout options have been evaluated to maximize street and pedestrian widths while reducing environmental impacts.
Anticipated Project Schedule
November 2025: Award project to low bid contractor
Nov–Dec 2025: Preliminary work
Mar–Apr 2026: Shoreline restoration soil surcharge placement
May 2026 – May 2027: Soil Surcharge Waiting Period
May–Nov 2027: Soil surcharge removal and street reconstruction
May–July 2028: Final cleanup and restoration
